Key 90/60/30-Day Milestones for Foreign Employees’ Work Permit Renewal in Qingdao – Avoid Common Pitfalls

Key 90/60/30-Day Milestones for Foreign Employees’ Work Permit Renewal in Qingdao – Avoid Common Pitfalls

Many HR teams in Qingdao face the same urgent question: can a renewal be filed just a few days before a foreign employee’s work permit expires? The answer is usually no. Even if the submission goes through, the risk of rejection stays very high.

Under current rules, an employer renewing a work permit for an existing role must file the extension at least 30 days before expiry. From May 2025, the available window was extended from 90 days to 120 days ahead of expiration. The wider window helps, yet many HR teams still track only the mandatory 30-day deadline, and end up with incomplete documents, mismatched data or insufficient passport validity, leaving no room to remedy a rejection.

1. Ninety days before expiry: start full document preparation

Starting 90 days out builds a buffer for cross-verification of the passport, employment contract, social insurance and individual income tax records.

Passport check: a new work application requires a passport valid for at least six months. On renewal, the permit validity aligns with the passport expiry date even when less than six months remain. Renew the passport early and link the new passport information in the official system.

Employment contract: prepare a signed, stamped Chinese-language contract without alterations, with continuous coverage from the end date of the prior contract through the new permit period.

2. Sixty days before expiry: complete the online submission

Submitting at this stage reserves time for pre-review, supplementary materials and certified translations. Required documents include the completed extension form, the Chinese employment contract, copies of the passport and residence permit, the existing work permit and supporting certificates for special talents. All non-Chinese documents must carry an official Chinese translation with the company seal.

Pre-review normally takes about five working days, and a supplementary request can add one to two weeks. Class A talent is approved within three working days, other categories in about five. Filing 60 days ahead leaves room to adjust; filing at the 30-day mark leaves almost none.

3. Thirty days before expiry: track approval and prepare residence linkage

The 30-day mark is the statutory minimum with almost no extra buffer. Three things matter at this stage:

  • 跟踪审核进度,收到补件通知立即响应;
  • 工作许可续签获批后,安排工作类居留许可的延期;
  • Monitor review progress and respond immediately to any supplementary request;
  • Arrange the extension of the work-type residence permit once the renewal is approved;
  • Verify that the sponsoring entity, the contract signatory and the social insurance payer are identical, to avoid system alerts.

4. The two most frequent rejection causes in Qingdao

First, inconsistent job or salary records. Authorities cross-check the employment contract, job description, payroll slips, tax filings and social insurance contributions, and the sponsoring entity, contracting party and social insurance payer must be identical. A mismatch may lead to permit revocation, an order to leave China or inclusion in a credibility blacklist, so verify these items at the 90-day stage.

Second, the wrong filing entity for an inter-city move. Work permits follow territorial administration. When a foreign employee moves to Qingdao from another city, the former employer must cancel the existing permit in the system within ten days, and the new Qingdao company files a fresh application within 30 days after that cancellation, rather than submitting an amendment. Confirm system registration and the correct portal in advance.

5. The risk of a gap between expiry and approval

Once a work permit expires without an approved renewal it becomes invalid automatically. Continuing employment on an expired permit counts as unlawful work and may lead to fines or detention under the Exit and Entry Administration Law, with separate penalties for overstaying.

In short: the statutory minimum is 30 days before expiry, but the safer cadence for Qingdao employers is to start at D-90, file at D-60 and follow up closely at D-30. Most rejection risks cannot be fixed at the last minute and have to be reviewed early.

Where a renewal is tight or the file carries legacy issues, a pre-submission audit that aligns position, salary, social insurance and contract substantially improves the one-pass approval rate.
